I can remember working in groups where a group e-mail alias was available with a possibility, probably dynamic, to require a targeted delivery : e.g., all_except_mike@work.com would be resolved as all e-mails except Mike's. I have no clue how this was achieved, but I believe the solution could help me in what I'm willing to do, which is what follows.
I manage a group of people with a number of specialities (say, development and operations) and projects (say, Spoutnik and Apollo). I would like them to be able to exchange e-mails within subgroups based on either or both characteristic, e.g. spoutnik@work.com or operations@work.com or development_apollo@work.com. I would like to allow cross-mailing from anyone part of the larger group to subgroups it doesn't belong to, but not e-mails from the exterior (or only with a moderation option). Mailing list software don't seem to handle this (maybe mailman does partly?), would the solutions used in the above paragraph do?
